Installed-app disclosure via unchecked caller package name

Information disclosure in Android 13 WifiManager allows local users to identify installed apps without package-query permission. registerLocalOnlyHotspotSoftApCallback trusts a caller-supplied package name without verifying that the package belongs to the caller's UID, creating an observable discrepancy. Any installed app can probe package names without extra privileges or user interaction, revealing only whether a targeted app is present.
