Lockscreen Wi-Fi data disclosure via persistent dialog

Missing authorization in Android 13 WifiDialogActivity allows physically proximate attackers to view Wi-Fi dialog data from the lockscreen. The activity leaves its system-UI dialog visible when the device becomes locked instead of dismissing it, leaking dialog data across the lockscreen boundary. Physical access is required, but no additional execution privileges or user interaction is needed to view the limited Wi-Fi data exposed by the dialog.
