Local package-name disclosure via exception message

Information disclosure in Android 13 PhoneInterfaceManager allows local users to read the active visual-voicemail package name. The enforceVisualVoicemailPackage method inserts the protected package name into a SecurityException when the caller is not the active visual-voicemail package. A low-privileged local app can trigger the mismatch without user interaction; the disclosed data is limited to the package name.
