Persistent device denial via unbounded zen rules

Resource exhaustion in Android 10, 11, 12, 12L, and 13 allows local users to cause a persistent denial of service through malicious zen rules. AutomaticZenRule constructors accept oversized name and condition URI strings, letting addAutomaticZenRule persist enough rule data to exhaust NotificationManagerService memory. A malicious app must obtain ACCESS_NOTIFICATION_POLICY; successful exploitation can leave the screen black or repeatedly crash and reboot the device.
