Local privilege escalation via unbounded rule strings

Resource exhaustion in AutomaticZenRule on Android 10, 11, 12, 12L, and 13 allows local users to gain elevated privileges via oversized rule strings. The class accepted unbounded rule names, condition URIs, owner names, and configuration activity names, so memory pressure could prevent rule data from reaching disk. Low-privileged local execution requires no user interaction; the resulting persistence failure leaves permission settings inconsistent and enables privilege elevation.
