Local privilege escalation via unbounded notification fields

Resource exhaustion in Android 10 through 13 NotificationChannel allows local users to elevate privileges via oversized text fields. NotificationChannel and NotificationChannelGroup accept parcel-derived text fields without enforcing the 1,000-character limit, allowing resource exhaustion to prevent permission settings from being persisted. A local app needs no added execution privileges or user interaction; successful exploitation leaves permission changes unapplied and grants higher privilege.
