Resource exhaustion in Android Framework 10 through 13 allows local users to escalate privileges via oversized notification-channel metadata. NotificationChannel and NotificationChannelGroup accepted unbounded text fields, sound URIs, and vibration arrays from parcels instead of truncating them before persistence. A low-privilege local app can exhaust resources so permission settings fail to persist, requiring no user interaction.
