Local privilege escalation via oversized notification channels

Resource exhaustion in Android 10 through 13 allows local users to escalate privileges through oversized notification-channel data. NotificationChannel parcel construction accepts unbounded text, sound URI, and vibration fields, allowing serialized channel data to exhaust resources and prevent permission settings from persisting. Low-privileged local access is required, no user interaction is needed, and the resulting persistence failure permits unauthorized privileges.
