Service interruption via blocking HTTP/2 error responses

Denial of service in Eclipse Jetty HTTP/2 server versions through 9.4.46, 10.0.9, and 11.0.9 allows remote attackers to halt service. The HTTP/2 error path writes a blocking error response from a selector thread; exhausted flow control or TCP congestion leaves that thread blocked. Repeating the condition across every selector thread prevents legitimate requests from being processed, without affecting confidentiality or integrity.
