Android 10 through 13 elevation-of-privilege flaw allows local users to gain privileges via NotificationChannel resource exhaustion. NotificationChannel.java can fail to persist permission settings when resources are exhausted, leaving authorization state improperly enforced. Exploitation requires a local user with low privileges and no interaction, and the consequence is privilege escalation with confidentiality, integrity, and availability impact.
