Proxy request misrouting via malformed URI authority

URI parsing in Eclipse Jetty 9.4.46 and earlier, 10.0.9 and earlier, and 11.0.9 and earlier allows remote authenticated users to alter proxy routing. HttpURI treats an authority such as http://localhost;/path as containing the host localhost; instead of rejecting it or parsing localhost; as user information. Exploitation requires high-privilege access to a path using Jetty HttpClient or a proxy servlet, where the incorrect host interpretation can misroute a request.
