Local privilege escalation via unbounded rule strings

Privilege escalation in Android 10, 11, 12, 12L, and 13 allows local users to gain elevated privileges without user interaction. AutomaticZenRule accepts unbounded name and condition-URI strings, so resource exhaustion can prevent permission-bearing rules from being written to disk. Exploitation requires low-privileged local execution but no user interaction; successful abuse elevates privileges on the affected device.
