Persistent denial of service via spoofed system rules

Resource exhaustion in Android 10 through 13 allows local users to cause persistent denial of service through automatic Zen rules. ZenModeHelper.addAutomaticZenRule trusted the rule owner's spoofable package name when deciding that a rule was a system rule, bypassing component validation. An installed app with notification-policy access can repeatedly register crafted rules without user interaction, exhausting persistent system resources.
