Local privilege escalation via cross-user call redirection

Missing authorization in Android 10 through 13 allows local users to elevate privileges through a malicious call-redirection service. CallsManager.onCallRedirectionComplete accepts a PhoneAccountHandle without verifying multi-user capability or same-current-user ownership. User interaction is required, and exploitation permits an unexpected cross-user call redirection without extra execution privileges.
