Local privilege escalation via missing permission check

An authorization vulnerability in Android 10 through 13 allows local users to gain privileges by bypassing consent in the permission manager. The restorePermissionState function in PermissionManagerServiceImpl.java restores package permission state without a required permission check, allowing an app to retain or obtain permissions that should require user consent. Exploitation needs local app execution but no additional execution privilege or user interaction, and can result in local escalation affecting confidentiality, integrity, and availability.
