Cross-user notification disclosure via unchecked accessibility event

Permissions bypass in Android 10, 11, 12, 12L, and 13 allows local users to access another user's notification data. NotificationManagerService.buzzBeepBlinkLocked sends an accessibility event without checking that its notification belongs to the current user. A low-privileged local app can trigger the cross-user event without user interaction, exposing notification data but not modifying it.
