Phone-account selection denial via oversized Binder lists

Denial of service in Android 10, 11, 12, 12L, and 13 allows local users to block phone-account selection through resource exhaustion. TelecomManager list getters return PhoneAccount and PhoneAccountHandle collections as ordinary Binder lists; data over 1 MB triggers a silently swallowed TransactionTooLargeException and an empty result. No user interaction or extra execution privilege is required, and the bounded impact is loss of phone-account selection rather than device-wide shutdown.
