Local privilege escalation via misordered exemption checks

Logic error in Android 13 Framework allows local users to bypass device policy restrictions and elevate privileges without interaction. AppRestrictionController.getBackgroundRestrictionExemptionReason returns user-configurable allowlist exemptions before checking fixed exemptions imposed by device policy. Exploitation requires execution by a local low-privileged app, and the bypass grants background-operation privileges that policy intended to deny.
