Local privilege escalation via full-screen intent launch

Privilege escalation in Android 10, 11, 12, 12L, and 13 allows local users to start an activity from the background. The handleFullScreenIntent path treats a notification suppressed from heads-up display as grounds to send its full-screen intent, even while the device is in use, instead of blocking it when group alert behavior is suppressive. A locally installed app needs no additional execution privileges or user interaction and can force foreground activity execution.
