Boot loop via unhandled alarm-limit exception

Denial of service in Android 10, 11, 12, 12L, and 13 allows local users to force a device into a boot loop via alarm exhaustion. AlarmManagerService.setImpl throws an uncaught IllegalStateException when the system UID reaches MAX_ALARMS_PER_UID; notification snoozing can drive system-created alarms to that limit. A local app needs no additional execution privileges or user interaction, and repeated system-server restarts leave the device unavailable.
