Local privilege escalation via Wi-Fi restriction bypass

Permission bypass in Google Cloud Android 13 WiFi allows local users to configure wireless networks despite guest-user restrictions. The addOrUpdateNetwork method in WifiServiceImpl.java failed to enforce DISALLOW_CONFIG_WIFI or DISALLOW_ADD_WIFI_CONFIG for camera apps, so a QR-code scan could add a network. Exploitation requires user execution privileges in a restricted guest profile but no further user interaction, and it can change saved Wi-Fi configuration.
