Local privilege escalation via spoofed package name

Improper input validation in Android 11, 12, and 12L Framework allows local users to escalate privileges by starting a foreground service. ActiveServices.java's shouldAllowFgsWhileInUsePermissionLocked accepts a caller-supplied package name without verifying that it belongs to the calling UID, allowing a background app to impersonate an allowlisted package and bypass foreground-service restrictions. An app already executing locally needs no additional privileges or user interaction; the bypass grants foreground-service access that Android's background restrictions should deny.
