Local VPN disablement via network callback logic

Elevation of privilege in Android 11, Android 12, and Android 12L allows local users to disable a VPN through a network transition. The onDefaultNetworkChanged method in Vpn.java fails to clear the VPN interface before resetting IKE state, so interface removal disconnects the VPN. Exploitation requires local access but no additional privileges or user interaction; disabling the VPN can expose traffic outside the protected tunnel.
