Missing authorization in Google Cloud Android 10 through 12L allows local users to bypass an administrator's Wi-Fi scanning restriction. LocationServicesWifiScanningPreferenceController.updateState fails to apply UserManager.DISALLOW_CONFIG_LOCATION and leaves the Wi-Fi scanning preference enabled. A local low-privileged user needs no interaction to alter Wi-Fi scanning despite the device administrator's location policy.
