Unauthenticated Bluetooth discoverability via settings deep link

Permission bypass in Android 10 through 12L allows remote attackers to make a device Bluetooth-discoverable without user interaction. ConnectedDeviceDashboardFragment.onAttach enables discovery when SliceDeepLinkTrampoline opens Connected Devices settings. Bluetooth reachability is required, but no prior privileges or user interaction are needed, and the resulting effect is limited to device discoverability.
