Local network-topology disclosure via permissive SEPolicy

Information disclosure in Android 13 allows local users to read network-neighbor data and infer the device's network topology. SEPolicy permits untrusted apps to send RTM_GETNEIGH and RTM_GETNEIGHTBL requests on netlink route sockets instead of gating them with nlmsg_getneigh. An installed app with low privileges can obtain neighbor addresses without user interaction; no integrity or availability impact is reported.
