Information disclosure in Android 13 PackageManager allows local users to determine whether an app is installed without query permission. Google has not published the specific PackageManager operation or side-channel signal that bypasses package-visibility filtering. A locally installed app with low privileges can learn installed-app presence without user interaction, but cannot alter packages through this flaw.
