Missing authorization in Android 12 and 12L allows local users with System privileges to disclose restricted location information. The sOpAllowSystemRestrictionBypass table in AppOpsManager.java lets privileged applications bypass coarse- and fine-location user restrictions instead of limiting the exemption to the system server UID. Exploitation requires System execution privileges and no user interaction; the demonstrated consequence is exposure of location data.
