Privilege escalation in Google Cloud Android 10 through 12L allows local users to start phone calls without permission through Settings. AppRestrictionsFragment's assertSafeToStartCustomActivity trusted an intent's declared package before resolving its actual target, enabling redirection of privileged Settings behavior. Low-privileged local access is required; no user interaction is needed, and the demonstrated consequence is an unauthorized phone call.
