Local information disclosure via ignored storage failures

Information disclosure in Android 10, 11, 12, and 12L allows local users to read data from user directories left unencrypted. StorageManagerService ignored failures returned by vold's prepareUserStorage operation, while UserManagerService continued creating the user, permitting per-user directories to remain outside file-based encryption. Exploitation requires local execution but no additional privileges or user interaction, and exposure is limited to data stored in the affected directories.
