Local listener-status disclosure via missing permission check

Information disclosure in NotificationManagerService on Android 12L allows local users to identify enabled notification listeners. The setPackageOrComponentEnabled method omits a permission check before exposing notification-listener enablement state. Execution as an ordinary user is required, no user interaction is needed, and the flaw discloses listener status without changing it.
