Improper authorization in SourceCodester Prison Management System 1.0 allows remote attackers to create administrator accounts. The Users.php save handler accepts an unauthenticated multipart POST and writes a new user with attacker-supplied credentials and type 1. No prior account is required; the resulting administrator credentials permit access to the management system.
