Protocol downgrade in Android 11's VPN service allows remote attackers controlling a malicious Wi-Fi access point to retrieve VPN credentials. startLegacyVpnPrivileged in Vpn.java allows legacy VPN negotiation to downgrade its protocol and disclose stored credentials. Exploitation requires a malicious Wi-Fi access point but no user interaction or prior execution privileges; the exposed credentials enable remote privilege escalation.
