Permanent service interruption via unbounded Zen rules

Resource exhaustion in Android 10 through 12L allows local users to permanently interrupt device service through automatic Zen rules. ZenModeHelper.addAutomaticZenRule accepted an unbounded number of rules per package, allowing repeated NotificationManager calls to consume persistent system resources. Exploitation requires user execution privileges and notification policy access but no user interaction, and successful abuse leaves the device in a persistently corrupted state.
