Authenticated Script Console access via new-user permissions

Broken access control in Octopus Server after 2022.1.1495 and before 2022.1.2647 allows remote authenticated users to access Script Console. Enabling private spaces through the experimental feature flag causes new-user provisioning to grant Script Console access inside each private space. The gate is both the non-default flag and a newly created account, and script execution remains bounded by the account's permissions and available targets.
