Phone-account selection denial via unlimited registrations

Improper input validation in Android 10 through 12L allows local users to block selection of a phone account through repeated registrations. PhoneAccountRegistrar.registerPhoneAccount accepted an unbounded number of PhoneAccount registrations from one package instead of enforcing a per-package limit. A local application needs no additional execution privileges or user interaction, and the effect is limited to phone-account selection availability.
