Cross-user app rollback via missing administrator check

Improper access control in Android 10, 11, 12, 12L, and 13 allows local users to reset preloaded apps for other users. DeletePackageHelper.deletePackageX fails to reject uninstall or downgrade requests from non-admin users when DELETE_SYSTEM_APP is absent. Guest access is sufficient and no user interaction is required; removing system-app updates can roll another user's preloaded apps back to factory versions.
