Local privilege escalation via retained null binding

Privilege escalation in Android 10, 11, 12, and 12L allows local users to keep an application running with foreground-service importance. ServiceBinder.onServiceConnected accepted a null ConnectionService binding without unbinding the service or canceling its call, preserving the application's elevated process importance. A low-privileged local application can trigger the path through TelecomManager.placeCall without user interaction, extending its execution lifetime on the device.
