Registry access via skipped IP policy checks

Incorrect authorization in GitLab EE allows remote authenticated users with deploy credentials to access Container Registries outside allowed IPs. Container Registry authentication accepted an active Deploy Key or Deploy Token without invoking the declarative policy checks that enforce group IP restrictions. The flaw affects 10.7 through 14.10.4, 15.0 through 15.0.3, and 15.1.0; exploitation requires a valid deploy credential and is bounded by its scopes.
