Stored XSS via unsandboxed inline PDF rendering

Stored XSS in Gitea before 1.16.9 allows remote authenticated users to run script in another user's browser through a crafted PDF. The raw repository file handler serves attacker-controlled PDFs inline without a restrictive CSP, nosniff, or forced binary content type. A signed-in user must place the PDF in a repository and another user must open its raw view; execution can read or alter data available to that browser session.
