Project export disclosure via missing permission enforcement

IDOR in Project Exports in Octopus Deploy Octopus Server allows remote authenticated users to download unauthorized project archives. The export download path returns a referenced project's export without enforcing the requester's project permissions. A valid account in the target Space is required, and the archive can disclose deployment processes, variables, accounts, certificates, and referenced Git credentials.
