Authenticated parent-group member disclosure via inherited read_group

Disclosure in GitLab 10.8 through 14.9.4, 14.10.0 through 14.10.3, and 15.0.0 allows remote authenticated users to list parent-group members. The parent-group member-list authorization checks only read_group, which group policy grants through has_projects when the subgroup contains a project. A user must belong to that subgroup, and disclosure is limited to identities in the parent group's member list.
