Maintainer-level membership restriction bypass via REST API

Authorization bypass in affected GitLab CE/EE releases allows remote authenticated users to add project members through the REST API. The project-membership authorization path accepts a group maintainer's add-member request without enforcing the group owner's setting that prohibits project-level additions. Exploitation requires group Maintainer access and the restrictive setting; the result is an unauthorized change to project membership, not broader instance administration.
