Startup failure via malformed configuration file

Improper input validation in Hitachi Energy MicroSCADA X SYS600 10 through 10.3.1 allows attackers to cause startup failure via a configuration file. During SYS600 startup, the parser reads a specific configuration file without validating input lengths, allowing a crafted value to overflow a buffer and stop the application from starting. Access to that file requires administrator privileges, so the consequence is a local denial of service rather than remote code execution.
