Service interruption via backtracking CI job-name regex

Regular expression denial of service in affected GitLab 13.9 through 14.10.0 releases allows remote authenticated users to interrupt CI pages. The CommitStatus#group_name method runs an exponentially backtracking regular expression over attacker-controlled CI job names. Project write access reaches the CI Editor path, while read access to a crafted public or private pipeline can trigger sustained CPU exhaustion and hang its details page.
