Unauthorized module management via missing ACL checks

Authorization bypass in OpenEMR before 6.1.0.1 allows remote authenticated users to enable, disable, or register modules. The InstallerController registerAction and manageAction methods process module-management requests without checking the admin/manage_modules ACL. Any authenticated low-privilege account can therefore change registered-module state without administrative authorization.
