Conan API impersonation via PAT identifier acceptance

Improper authentication in GitLab 12.6 through 14.8.5, 14.9.0 through 14.9.3, and 14.10.0 allows remote attackers to impersonate Conan API users. ConanToken embeds a personal access token database ID in its JWT, and authentication resolves that predictable ID instead of requiring the random token secret. Exploitation requires the instance encrypted database key, a target user ID, and that user's token ID; success grants the target user's Conan API access.
