Protected variable disclosure via imported merge permissions

Improper input validation in affected GitLab releases allows remote authenticated users to read protected Group or Project CI/CD variables. The project importer trusts merge_access_levels from protected_branches.ndjson inside an uploaded export, letting a Developer lower protected-branch merge access. Developer access to the target group and a malicious import are required; the attacker can merge a pipeline that exposes otherwise protected variables.
