Log rotation denial via lockable state file

Denial of service in Logrotate Project logrotate 3.17.0 through 3.19.0 allows local users to stop log rotation through the state file. The lockState function creates a missing state file with mode 0644, allowing any local account to open it and hold the exclusive lock before logrotate runs. A default umask of 0022 leaves the file world-readable; an unprivileged local account can retain the lock so scheduled rotations fail.
