Service interruption via unenforced webhook limit

Resource exhaustion in Mattermost Playbooks 1.24.0 and earlier allows remote authenticated users to interrupt service with a crafted playbook. The playbook creation path fails to enforce its webhook-count limit, so one definition can register enough webhook actions to generate an excessive burst of requests. The user must be authorized to create playbooks; successful abuse consumes server resources and degrades availability.
